When obtaining an FCC License for this device it is suggested you go through a qualified Frequency Coordinator. Enterprise Wireless is one such organization. They can be contacted at http://www.enterprisewireless.org/ or reached at 800-886-4222. They can assist you in obtaining the proper FCC license for this device. The specific frequencies to be licensed are 452.3125MHz (for AirTime) and 464.6000MHz (if supporting RC) at 20-Watts.
